Nineteen of the Russian's 21 titles have been earned on hardcourt
A comeback Medvedev secured his maiden trophy for 882 days with success over Frenchman Moutet in the Almaty Open title decider.
The Russian, a former number one, has experienced a torrid season, achieving just one win at the Grand Slams and undergoing a difficult moment at the New York tournament.
The player's varied form on the ATP Tour - and difficulties with his serve in specific - caused him dropping out of the elite rankings and finally splitting with former mentor his previous coach.
Now working with Johansson and Goetzke, the tennis star has steadily advanced in the past month - climaxing in a hard-fought three-set win over Frenchman Moutet.
It is his initial championship after the Italian tournament and initial on a hard surface from that period of that year.
The win also signifies the Russian has secured 21 victories at twenty-one various tournaments.
"For the first time I have attended a tournament with my both daughters together, so to win a championship is especially meaningful," commented tennis professional the champion.
"This title is in honour of my child Victoria, because the maiden victory I won when my first daughter Alisa was born was for her."
Medvedev, the 2021 US Open champion, had failed in his last six title deciders, including in that event previously this season.
Medvedev's defensive approach and frequent reactions on the playing surface had led observers to doubt if his skill to perform at the highest level was concluded.
Yet the player has altered his approach in recent weeks, attempting to approach the net and play positively, supported by an enhanced service.
The champion recovered from a disadvantage in the opening set against the challenging opponent, winning four of the last five points to gain the advantage.
The pair swapped break points in the following set before the Frenchman, bidding for his maiden tour championship, gained dominance to force a third set.
Moutet saved 4 early break points in a tight final set before the Russian secured a break to 15 to serve for the match.
Suitably, Medvedev clinched the win with a point at the net, with the Frenchman incapable to control a volley after two hours and 38 minutes.
